On 16th March 2017, a joint audit report of the Vietnamese – Russian oil and gas joint venture “Vietsovpetro” was signed in Hanoi. It was the result of the joint audit undertaken in 2016 by the State Audit Office of Vietnam (SAV) and the Accounts Chamber of the Russian Federation (ACRF).

Mr. Nguyen Quang Thanh, Deputy Auditor General of SAV, and Mr. Alexander A. Zhdankov, Auditor of ACRF, signed the joint report for SAV and ACRF respectively. The ceremony was attended by 07 visiting members of a team from Russia and other invitees from the Russian Embassy in Vietnam, the Russian Ministry of Energy, the Joint Stock Company Zarubezhneft and the Joint Venture Russian-Vietnamese Vietsovpetro, etc. The Auditor General of Vietnam Dr. Ho Duc Phoc and Russian Ambassador to Vietnam H.E. Mr. Konstantin V. VNUKOV observed the signing.
Speaking at the meeting, Phoc highly appreciated the bilateral cooperation between SAV and ACRF in meeting practical interests of the two sides. He confirmed that the signing of the joint audit report would boost the cooperation between the two SAIs to a new level. "I highly appreciate the professionalism, responsibility and efforts of the joint team members during the field work and the completion of the joint report between September 2016 and March 2017", he said. He saw that the audit report would be a solid basis for the joint ventrure to enhance transparency and efficiency of its financial management. As the extension of the joint report, two joint letters were also signed and sent to the co-chairmen of the Vietnam – Russia Inter-Governmental Commission on economic, trade, scientific and technical cooperation and the Director General of Vietsovpetro seperately.
After highlighting major findings of the joint audit, Mr. Alexander A. Zhdankov agreed that the signing clearly demonstrated the close and substantial relationship between Vietnam and Russia in general as well as between SAV and ACRF in particular. He hoped the bilateral cooperation between the two SAIs would continue to be further consolidated in the years to come.
