Position and function

The Department of Organisation and Personnel is the unit under SAV with the function to advise the Auditor General in managing and implementing the work on organizational operations, staffing and salaries, personnel issues, training and fostering staffs, and managing the work of personnel of SAV.

Duties and powers

1. In the work of organizational operation, Department of Organisation and Personnel has the following duties and powers:
a) Advise and assist the Auditor General in managing the organizational operation of the SAV; instruct units under SAV to perform regulations of the State and SAV on the organizational operation, functions, duties and powers of the unit;
b) Develop and submit the Project for the Development of the Organizational Apparatus of SAV for the Auditor General’s approval, then submit to the competent authorizes for promulgation;
c) Develop and submit to the Auditor General the plan of establishment, mergence and dissolution of the units under the jurisdiction of SAV;
d) Develop and submit to the Auditor General for promulgating regulations or amending, supplementing functions, mission, powers and organizational structure of the units under SAV;
e) Assist the General Auditor in participating into issues in the field of organizational apparatus of other agencies and organizations concerned when requested.

2. In the work of staffing and salaries, Department of Organisation and Personnel has the following duties and powers:
a) Assist the General Auditor in managing the regular member of the personnel and salaries of SAV;
b) Annual planning about the regular member of the personnel and  funded by the State Budget to submit to the competent authorizes for approval;
c) Formulate regulations on legal documents of professional standards of leadership positions at all levels, criteria for different grade of the state auditors to submit to the competent authorities for approval and promulgation;
d)  Develop a plan to organize the competitive examination and award Certification of the State Auditors according to laws and submit to the Auditor General, then organize the implementation after the approval of the Auditor General; Manage the issuance of the State Auditors’ cards; Unify management of identification number, code, signs of officials and employees under management powers of SAV ;
e) Assist the Auditor General to organize the implementation of the State's regulations on management for officials’ ranking, recruitment, promotion to the rank, examinations for rising to a higher rank in SAV;
f) Organize the implementation and guide the subordinate units to perform the State’s regulations in managing the regular members of personnel and salaries; Submit to the Auditor General for deciding on ranking, grade transfer, rank promotion, raising to a higher rank and salary level in accordance with the State regulations ;
g) Organize the implementation of statistical reporting on staffing and salary in accordance with the State regulations.

3. In the work of personnel issues, Department of Organisation and Personnel has the following duties and powers:
a) Assist the Auditor General in managing staff, public officials, civil servants and employees of SAV;
b) Develop and submit to the Auditor General for decision about recruitment plan, layout, use of officials and civil servants of SAV consistent with assigned tasks;
c) Develop and submit to the Auditor General for promulgating regulations on management and decentralized management officials in accordance with the State regulations and to guide the implementation of the whole sector;
d) Advise and assist the Auditor General in recruitment, employment, development and implementation of the regimes and policies for officials in accordance with the State regulations and decentralized administration of the Auditor General;
e) Advise and assist the Auditor General to guide and organize the implementation of evaluating officials and civil servants annually, which is as a basis for selecting, assigning, training and fostering, appointing, dismissing from the duties, transferring, rewarding , disciplining, and implementing regulations and policies for officials and civil servants in accordance with the State regulations;
f) Advise and assist the Auditor General in decision of nominating civil servants to study, foster, research and survey at home and abroad;
g) Manage officials’ and public servants’ records under decentralized administration at each level of officials of the Auditor General and in accordance with the State regulations; Guide units decentralized personnel management in implementing the State regulations about management of officials and public servants’ records;
h) Propose units to prepare an unscheduled and periodical report in management of officials and civil servants under decentralized administration of staffs of the Auditor General;
i) Perform the works of statistic and report on personnel in accordance with the rules to serve SAV's leadership.

4. In the training and fostering staffs, Department of Organisation and Personnel has the following duties and powers:
a) Assist the Auditor General to unified management of training and fostering officials, civil servants of SAV;
b) Develop and submit to the Auditor General for promulgating the Regulations on management of training and fostering officials, civil servants of SAV;
c) Develop and submit to the Auditor General for promulgating a annual and 5-years plan of training and fostering officials and civil servants, and the training and fostering strategy for officials and civil servants in 10 years;
d) Coordinate with the Center for Science and Fostering staffs to organize the implementation of training and fostering officials, civil servants of SAV following plans approved by the Auditor General;
e) Participate in appraising and inspecting contents, programs of training and fostering officials, civil servants; Content and programs of fostering for raising to a higher rank of auditors;
f) Carry out statistics and reports on training and retraining officials and civil servants in the whole sector;
g) Advise and assist the Auditor General in budgeting and allocating fund from the State budget for the works of training and fostering officials and civil servants annually; manage the use and settlement of above-mentioned funds.

5. In the work of inspecting on personnel, Department of Organisation and Personnel has the following duties and powers:
a) Assist the Auditor General in tracking, assessing the situation of public servants in subordinate units and promptly reporting to the Auditor General;
b) Assist the Auditor General  in inspecting the implementation of the regulations of the Auditor General and the State in the field of organizational apparatus, staffing and salaries, personnel management and training, fostering officials and employees in the entire sector;
c) Advise and assist the Auditor General in handling cases of violation of the regulations of the State and the Auditor General about the work of organizational apparatus, staffing and salaries, personnel management and training, fostering officials and civil servants;
d) Assist the Auditor General in guiding and inspecting the implementation of democracy regulations at the grassroots under the regulations of the Communist Party and the State in implementing of democracy regulations at the grassroots;
e) Advise and assist the Auditor General in deciding on specific measures to enhance discipline and rules in the operation of SAV and measures to prevent and fight corruption, wastefulness and all manifestations of bureaucracy, arrogance, raised by officials and civil servants and employees of SAV;
f) Assist the Auditor General in guiding and inspecting the implementation of regulations of the laws and the Auditor General on preventing and fighting corruption, practicing thrift, waste combat in organizations and operation of the Auditor General.

6. Collaborate with the Internal Political Safegurarding Committee to help SAV’s Communist Party Advisory Committee in developing and managing political standards for officials;

7. Manage cadres, civil servants and employees in accordance with the State regulations and arrangement according to gradation of the Auditor General; Organize the implementation of the tasks of emulation and reward, discipline, clerical, storage, propaganda, scientific research of units regulated by the State and the Auditor General; Periodically report the its performance results monthly, quarterly, annually or extraordinary to the Auditor General; manage the unit's equipments;

8. Perform other tasks and powers assigned or authorized by the Auditor General.
