The State Audit Office of Vietnam – the early stages of performing the role of the ASOSAI Chair for the period 2018-2021

After the success of the 14th ASOSAI Assembly in Vietnam, the State Audit Office of Vietnam (SAV) became the ASOSAI Chair for the period 2018-2021. This is not only an honor but a great challenge to the SAV since this was the first time that it took the leading role of a regional organization of supreme audit institutions.

The SAV has issued an Action Plan to perform the role of the ASOSAI Chair and to realize the Hanoi Declaration – environmental auditing for sustainable development based on the core values of the Office and the strategic objectives in the Development Action Plan for 2016-2021. This Action Plan includes 05 main tasks: (1) strengthening capacity of the ASOSAI Chair for 2018-2021; (2) well performing all functions of the ASOSAI Chairmanship for 2018-2021; (3) taking the ASOSAI’s leading role in realizing the Hanoi Declaration and enhancing the position of the SAV in both global and regional forums; (4) actively coordinating with the ASOSAI Secretariat, Capacity Development Committee and Working Groups to successfully implement the objectives of the ASOSAI Strategic Plan 2016-2021 and the Hanoi Declaration; (5) mobilizing resources in the region and the world to accomplish the ASOSAI Strategic Plan and make ASOSAI as a model regional organization.

According to the Action Plan, the SAV worked with the ASOSAI’s organs and working groups to discuss development initiatives for the period 2019-2021. In this regard, the SAV discussed with SAI China to develop a coordination mechanism to smoothly and effectively conduct all functions of the ASOSAI Chair and Secretariat. So far, the SAV and SAI China have been working on the Implementation Plan on realizing the Hanoi Declaration; this Plan will be presented at the 54th ASOSAI Governing Board Meeting for adoption. The SAV also worked with SAI Korea, the leading SAI of the ASOSAI Strategic Plan Management Task Force, to improve the performance of the Task Force.

In 2019, the SAV will continue to follow up the Action Plan to well perform the role of the ASOSAI Chair. In this regard, the SAV will focus on Training plan 2019-2021 for the SAV’s core staff whose duties are assisting the AG in performing his Chairmanship; participating in the INTOSAI Working Group on Environmental Auditing; chairing the 54th ASOSAI GB meeting; attending the INCOSAI XXIII in Russia; building database on the preparation of the 14th ASOSAI Assembly that can be accessible to the next Chairman.
