State Audit Office of Viet Nam and the French Court of Accounts: A New Outlook for Bilateral Cooperation

(sav.gov.vn) - As part of the working mission to Azerbaijan and France, the delegation from the State Audit Office of Viet Nam (SAV) headed by Deputy Auditor General Bui Quoc Dzung paid a working visit to the French Court of Accounts, aiming to open new prospects for cooperation between the two Supreme Audit Institutions (SAIs) in the years ahead.

Participating on the French side were Mr Jean-Yves Bertucci, President of the Litigation Chamber; Ms Audrey Chaffardm, Magistrate and Senior Counsellor; Mr Thomas Basset, Magistrate and Senior Counsellor; Mr Guillaume Brule, Deputy Director of International Cooperation Department, along with several auditors.

From the SAV delegation, there were Mr Nguyen Ba Dzung, Director General of the Department of International Cooperation; Mr Tran Hai Dong, Chief Auditor of the Regional Audit Office No. XI; Mr Pham Huy Thong, Deputy Director General of the Department of Information Technology; and Ms Hoang Linh, Deputy Director General of the General Affairs Department.

Welcoming the delegation, Mr Jean-Yves Bertucci expressed his pleasure at receiving the delegation and holding discussions at the French Court of Accounts.

During the meeting, Mr Bertucci highlighted key milestones in the cooperation between the two SAIs, as well as recent exchanges between their leadership. He also expressed the wish to invite the SAV to join the Association of French-Speaking Supreme Audit Institutions (AISCCUF) and to participate as an observer in the Forum of Court-Model Supreme Audit Institutions, expected to be held alongside the INTOSAI Congress at the end of 2025 in Egypt.

Expressing gratitude for the warm and sincere reception, Deputy Auditor General Bui Quoc Dzung noted that Viet Nam and France elevated their bilateral relationship to a Comprehensive Strategic Partnership in 2024 during the official visit of Party General Secretary To Lam. The year 2025 marks a significant milestone as the two countries celebrate 52 years of diplomatic relations. He emphasised that over the past five decades, the Viet Nam–France relationship has flourished, with France consistently being one of Viet Nam’s leading partners in Europe and globally.

Deputy Auditor General Bui Quoc Dzung conveyed his pleasure and honour to visit and work at the French Court of Accounts, one of the most influential SAIs in Europe and worldwide, and commended the Court’s high reputation, international engagement and leadership role in global audit forums.

He underscored that the SAV wishes to deepen cooperation both bilaterally and multilaterally, particularly in the areas where the French Court of Accounts holds strong expertise, such as anti-corruption and anti-money laundering, public policy evaluation, and the audit of international organisations.

Deputy Auditor General Bui Quoc Dzung expressed appreciation for Mr Bertucci’s proposal and confirmed that he would report to the Auditor General so that the two SAIs’ Departments of International Cooperation could begin follow-up actions.

During the visit, the two institutions also held a joint roundtable focusing on the themes of “Supervision and audit of green public procurement: transparency and accountability” and the “Application of artificial intelligence in auditing”. The discussion provided delegates from both SAIs with valuable and practical insights, especially in the current context. The French Court of Accounts also agreed to share professional documentation with the SAV, particularly audit standards and methodological guidance.

Furthermore, both sides agreed on the possibility of organising joint technical workshops to exchange audit experience in areas of mutual strength, and reaffirmed their commitment to continue supporting one another within INTOSAI and in cooperative initiatives between ASOSAI and EUROSAI.
