Auditor-General of Viet Nam Mr. Ngo Van Tuan has bilateral meetings on sideline of the United Nations’ event

(sav.gov.vn) – On the sidelines of the meeting “ClimateScanner Global Call: Engaging Supreme Audit Institutions (SAIs) in assessing national climate action”, Auditor-General Mr. Ngo Van Tuan paid a meeting with United Nations Under-Secretary-General for Economic and Social Affairs Mr. Li Junhua at the United Nations Headquarters in New York city. Ambassador Dang Hoang Giang, Head of Permanent Delegation of Viet Nam to the United Nations (UN) also attended the meeting.

At the meeting, Auditor-General Ngo Van Tuan commented that climate change is one of the most-discussed topics in the world. Such the discussions have gone beyond the national boundary and become a part of the international politics. In capacity as a responsible and active member the International Organisation of Supreme Audit Institutions (INTOSAI) and Governing Board of Asian Organisation of Supreme Audit Institution (ASOSAI) for 2015-2024; in implementation of commitment stated in the Hanoi Declaration which focused on “Environment Audit for Sustainable Development”, the State Audit Office of Viet Nam (SAV) set its development direction that environment audit has been one of its development priorities.

Introducing SAV through the lenses of its audits of environment areas, climate change, sustainable development goals (SDGs), Mr. Tuan highlighted several remarkable results that SAV has gained such as: (i) implementing thematic audits, performance audits and environment audits of “National Target Programme for climate change response and green growth” for the 2016 – 2020 period; Project new planting of 5 hectare of forest; water management in the Mekong river basin, etc.; (ii) pointed out shortcomings and limitations which have decreased the effectiveness and efficiency of the management of environment and climate change actions; (iii) providing recommendations on amending, supplementing to guiding documents, regulations on environment fields; suggesting the appropriate and practical resolutions to improve the effectiveness and efficiency of the implementation of the Government’s strategies, programs, plans and projects that concern.

Mr. Auditor-General also shared the information that in 2011, SAV initiated and presided over a parallel audit on the water management in the Mekong river basin with SAI Thailand and Myanmar; SAV actively participated in trainings, workshops and online talks, etc. on environment audits and SDGs implementation held by SAIs, partners, regional and international organisations.

Taking this opportunity, Mr. Tuan expressed high hope that Mr. Under-Secretary-General would promote support for the exchange of the audit-related information, research results, publications on environment and society for SAV’s reference. Along with that, UN Department of Economic and Social Affairs (UNDESA) and SAV may develop their cooperative relation through multilateral forums in the field of environment, climate change and SDGs audit, said Mr. Tuan. 

 


Mr. Li Junhua highly appreciated the SAV’s participation in the UN meeting on “ClimateScanner Global Call: Engaging Supreme Audit Institutions (SAIs) in assessing national climate action”. Through the active participation and the related experience shared at the meeting, SAV has contributed to raising a voice of developing countries, promoting the environment audit experience exchange. Mr. Under-Secretary-General expressed his impression of the relentless efforts that SAV has taken in environment protection and climate change response. He presented his commitment to supporting SAV as per afore-mentioned suggestion and at SAV’s need through either indirect channel of Permanent Delegation of Viet Nam to UN or direct contact in the form of capacity development, information technology application, big data use, etc.

Along with that, Auditor-General Ngo Van Tuan had a side meeting with Chairman of Brazilian Federal Court of Accounts, Chairman of INTOSAI and invited him to participate in 30th year anniversary ceremony of SAV’s establishment. Mr. Chairman of SAI Brazil thanked the SAV’s invitation and affirmed to send his high-level staff to the event.

Besides, Mr. Tuan had bilateral side meetings with Heads of SAI India SAI Turkey with the aim to boosting up cooperation with the counterpart SAIs and gaining their support for SAV’s nomination for candidacy for ASOSAI audit committee member in the period of 2024-2027. Both SAIs explicated their strong support for the SAV’s nomination. SAI Turkey wished to pay a visit to SAV in 2025.

On the afternoon of March 26th, Auditor-General Ngo Van Tuan visited the Permanent Delegation of Viet Nam to UN.
