Deputy Auditor-General Doan Anh Tho participated in the Leadership Master Class in the Philippines

At the invitation of the INTOSAI Development Initiative (IDI), Deputy Auditor-General Doan Anh Tho participated in the Leadership Master Class (MASTERY): “Supreme Audit Institutions (SAIs) and Public Financial Management: Foresight Exercise” in Manila, Philippines from May 3rd to 5th, 2023. Attending the course were 10 Auditors-General of Supreme Audit Institutions (SAIs) from the Philippines, Palestine, Pakistan, Tuvalu, the Federated States of Micronesia, the Maldives, the Solomon Islands, Suriname, the Cook Islands, the Federation of Saint Christopher and Nevis.

SAIs Leaders participated in the Master Class

MASTERY was established as an IDI initiative with the aim of empowering SAI leaders to effectively perform their leadership roles, thereby exerting a greater impact within and beyond their SAIs. To this end, MASTERY will run a series of Masterclasses where Heads of SAIs will have the opportunity to share their experiences, acquire in-depth knowledge on key topics and learn from inter-acting with internationally renowned speakers from Switzerland, Denmark and privileged international organisations including the International Monetory Fund (IMF), the World Bank (WB). “SAIs and Public Financial Management: Foresight Exercise” was the first in the series of activities to strengthen “SAI Leadership” – a crosscutting priority of IDI Strategic Plan in 2019-2023.

Delivering the opening speech, Chairman of the Philippines Commission of Audit, Mr Gamaliel A.Cordoba highlighted the course's target of providing an overview on future trends related to public financial management (PFM) and equip SAI Leaders with skills of readiness to risk responses, and recognise opportunities to ensure adaptability and maintain SAI's performance. The course served as a forum where participants could suggest ideas and receive support to develop specific activities to improve their leadership. Taking this opportunity, he also expressed his delight and honor in hosting this IDI course.

The SAI Leaders attending the course would join sessions to share, discuss and exchange experiences with experts and speakers on topics of spotlight such as challenges and opportunities in strengthening PFM practices; PFM Assessment Toolkit; Public Expenditure and Financial Accountability (PEFA); PFM financial risks; economic Trends, scenarios and Perspectives: outstanding Issues for SAIs; PFM reform and modernization program; lessons learned for the SAIs; Green PFM: Strengthening public financial management on climate issues; Sustainable PFM: Identifying challenges and opportunities for SAIs.

During the time of the course, Deputy Auditor-General Doan Anh Tho had meetings with Chairman of the Philippines Commission of Audit as well as other Heads of SAIs, and paid a visit to the Embassy of Viet Nam in the Philippines./.
