6 Laws, 13 Resolutions being approved and 7 law projects being given opinion on at the 4th session of the 15th National Assembly of Viet Nam

The 4th session of the 15th National Assembly from October 20, 2022 to November 15, 2022 chaired by National Assembly Chairman Vuong Dinh Hue and Vice Chairmans of the National Assembly: Mr. Nguyen. Duc Hai, Mr. Tran Thanh Man, Mr. Nguyen Khac Dinh, Mr. Tran Quang Phuong. After 21 active, urgent, serious working days , with the spirit of innovation, solidarity, democracy, wisdom, urgency, science, democracy and high responsibility, the 15th National Assembly approved 06 Laws and 13 Resolutions. The session was a great success, completing the entire program

Overview of the 4th session of the 15th National Assembly

During 21 days of the session, there were 1.841 turns of National Assembly Members speaking at 07 group discussion sessions; 621 turns of registration; 508 turns of National Assembly members giving speeches and 26 turns of debates at the National Assembly Hall. 06 Laws passed by the National Assembly include the followings: Law on amendment and supplementment a number of articles of Law on Radio Frequency; Law on Implementation of Democracy at Grassroots; Law on Inspection (amendment); Law on Petroleum (amendment); Law on Domestic Violence Prevention and Control (amendment); Law on Anti-Money Laundering (amendment).
 
At the 4th session, the 15th National Assembly of Viet Nam passed 6 Laws, 13 Resolutions, and gave opinions on 7 Law projects

13 Resolutions passed by the National Assembly include the following: Resolution on promulgating the Regulations of the National Assembly session; Resolution on socio-economic development plan of 2023; Resolution on State budget estimate of 2023; Resolution on central budget allocation of 2023; Resolution on speeding up the implementation of policies and laws on thrift practice and waste prevention; Resolution on piloting car license plate auction; Resolution on piloting a number of specific mechanisms and policies for the development of Buon Ma Thuot and Dak Lak cities; Resolution on removal of the Auditor General for the 2021-2026 term; Resolution on approving the Prime Minister's proposal on removal of the Minister of Transport for the 2021-2026 term; Resolution on election of the State Auditor General for the term 2021 - 2026; Resolution on approving the Prime Minister's proposal on appointment of the Minister of Health and the Minister of Transport for the term 2021 - 2026; Resolution on questioning activities at the 4th session of the 15th National Assembly; Resolution of the 4th Session, 15th National Assembly.
 
Simultaneously, the National Assembly discussed and gave comments on 07 Law projects including the followings: Law on Land (amendment); Law on Prices (amendment); Law on Auction (amendment); Law on Electronic Transactions (amendment); Law on Cooperatives (amendment); Law on Civil Defense (amendment) and Law on Protection of Consumer Rights (amendment).
 
The National Assembly commented on the absorption, revision and adjustment of the time to submit to the National Assembly for consideration and approval of the projects of Law on Medical Examination and Treatment (amendment) to the 4th Session of the 15th National Assembly.
 
Also in this session, the National Assembly spent 2.5 days on the “Q&A” on 04 groups of issues, namely: Construction area; Information and Communication area; Internal Affairs area; Inspection area and so on. Prime Minister Pham Minh Chinh was responsible for the main answering part; Ministers of The Ministry of Construction, The Ministry of Information and Communications, The Ministry of Home Affairs and The Government Inspector General were responsible for explaining the issues raised by the National Assembly Members. There were 345 turns of National Assembly Members registered to participate in questioning; 149 turns of National Assembly Members questioned and 22 turns of National Assembly Members debated. 4/4 Deputy Prime Minister; 07 Ministers of the followings ministries: Planning and Investment; Transport; Public Security; Education and Training; Health; Finance, Industry and Trade; and the Governor of the State Bank participated in answering, explaining, clarifying the relevant content.
 
The National Assembly has requested the Government, the Prime Minister, Ministers, and Heads of sectors to drastically implement specific commitments on works to be done and deadlines for completion to create get actual transformations in each of the areas questioned, responding to legitimate requests and aspirations of voters and the people of the country.
 
Regarding thematic supervision of “The implementation of policies and laws on thrift practice and anti-wastefulness in the period of 2016 – 2021”, the topic has a large scale, focusing on the public sector in the whole country, with 5 key contents and 7 key areas as prescribed by the Law on practice of thrift and waste prevention. During the monitoring process, the Ministries, public branches, localities and the Monitoring Delegation received 580 reports from the Government, ministries, public branches, localities and National Assembly delegations, along with the attached system of annexes with about 100.000 pages of documents; directly supervised with the Government, 15 ministries, public branches, central agencies, 15 localities and the judiciary sector.
 
Concerning this content, the National Assembly requested the following: tighten discipline, regulation; thoroughly practice thrift, fight waste; improve the effectiveness of supervision, inspection, examination, audit, investigation and justment in the implementation of policies and laws on practice thrift and waste prevention; strictly handle violations; etc.
 
The National Assembly has reviewed the work reports of the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy; Government’s reports on anti-corruption work, crime prevention and combat, and judgment execution of 2022.
 
The Central Committee of the Viet Nam Fatherland Front delivered a synthesis report on the opinions and recommendations of voters and the country’s people to the 4th Session; The National Assembly Standing Committee reported on the results of monitoring the settlement of voters' requests sent to the 3rd Session.
 
The National Assembly elected Mr. Ngo Van Tuan to be the State Auditor General
At this session, the National Assembly elected and approved 03 positions in the public sector, including the followings: resignation and election of Auditor General for Mr. Ngo Van Tuan; dismissal and approval of the proposal to appoint the Minister of Transport for Mr. Nguyen Van Thang; approval of the proposal to appoint the Minister of Health for Mrs. Dao Hong Lan.
 
The National Assembly has decided on:
Continuing to promote the effective implementation of Resolution No. 54/2017/QH14 on piloting specific mechanisms and policies for the development of Ho Chi Minh City; assigning the Government to study and propose to perfect the specific mechanisms and policies for the development of Ho Chi Minh City, submiting to the National Assembly for consideration and approval of a Resolution replacing Resolution No. 54/2017/QH14 at the earliest time.
Applying the 5-year statute of limitations for disciplinary action to officials, civil servants and public employees' violations to the extent that they must be disciplined in the form of reprimand; 10 years for violations to the extent of disciplinary action in the form of warning or higher; Adding the information of “place of birth” to passports issued to Vietnamese citizens, ensuring legal rights and interests for people when carrying out immigration activities in other countries, etc.
 
With the great success of the 4th Session of the 15th National Assembly, National Assembly Chairman, H.E. Mr. Vuong Dinh Hue expressed his belief that, under the leadership of the Party, the support and supervision of voters and the people of the country, the coordination of the President, the Government, the Vietnamese Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations, together with the regulations of the National Assembly session that were amended and supplemented at this session, the activities of the National Assembly will definitely be of higher quality, becoming more democratic, creative, drastic and practical, contributing worthily to the cause of constructing and protecting the motherland./.
