The State Audit Office of Viet Nam attended the Opening Ceremony of INCOSAI XXIV in Brazil

On 9th November, 2022, the Delegation of the State Audit Office of Viet Nam (SAV) led by Deputy Auditor General Ha Thi My Dzung attended the Opening Ceremony of the XXIV INCOSAI in the city of Rio de Janeiro, Federative Republic of Brazil.

Joining SAV Delegation to the XXIV INCOSAI were representatives of heads of departments, including the Department of Personnel and Organization; Department of Audit Policy and Quality Control; Department of International Cooperation; Department of Specialized Audit No. VII; Regional State Audit Offices No. VII and No XII and Department of General Affairs.
 
Delivering the welcome speech at the opening of the XXIV INCOSAI, Auditor General of the Federal Court of Accounts of Brazil (TCU) Mr. Bruno Dantas – Chairman of INTOSAI for the period 2022-2024 stated that it has been 60 years since the III INCOSAI was organized in Rio de Janeiro. After 60 years, the world has coped with unprecedented challenges, the XXIV INCOSAI affirms the steadfastness of Supreme Audit Institutions (SAIs) over the world in building a common voice, promoting their roles in public financial transparency and dealing with disasters in order to prepare and equip themselves to adapt to new contexts in the future.
 
The Mayor of Rio de Janeiro City, President of Court of Audit of Austria – Secretary General of INTOSAI and Chairman of the Accounts Chamber of the Russian Federation – Chairman of INTOSAI tenure 2019-2022 also delivered speeches at the Opening Ceremony of the XXIV INCOSAI.
 
Immediately following the Opening Ceremony, the Congress approved, announced and promulgated during the first Plenary session the Guidance on cooperation and coordination between SAIs and the United Nations Office on Drugs and Crime (UNOCD), led by SAI of the United Arab countries (UAE). This is a great effort in strengthening the capacity of the two sides, thereby contributing to the prevention of drug trafficking and criminals at national, regional and global levels.
 
Also in the first Plenary Session, participating SAIs reached a high consensus to approve the following documents: The regulations of the Congress; Election of the position of Vice Chairman of the Congress - SAI Kenya; Report on INTOSAI activities; Report on the results of SAIs in implementing sustainable development goals (SDGs); Strategic Plan of INTOSAI in the period 2023-2028; Report on INTOSAI Journal; Report on INTOSAI financial statement audit 2019-2021; Report of the Supervisory Committee on Emerging Issues (SCEI) and approved the SAI of Egypt as the host of INCOSAI to be held in 2024 and INTOSAI Chairman for the term 2024-2026.

In the framework of the XXIV INCOSAI, Deputy Auditor General Dr. Ha Thi My Dzung had a courtesy meeting with Auditor General of the Federal Court of Accounts of Brazil (TCU) Mr. Bruno Dantas, sending kind regards from the Auditor General of SAV Mr. Ngo Van Tuan and his congratulation to TCU on the successful organization of the Congress. Dr. Dzung also expressed her thankful words to the warm greetings of TCU for SAV’s delegation and believed that the two offices would have the opportunity to strengthen cooperation in the coming time and support each other within the framework of bilateral and multilateral cooperation.
 
Attending the Congress, Deputy General Auditor of SAV Dr. Ha Thi My Dzung also had bilateral meetings with ASOSAI Governing Board members, including SAIs of China, India, Japan, Korea, Pakistan, Phillippines, Malaysia, Russia, Saudi Arabia, Thailand, as well as ASEANSAI members as SAIs of Cambodia, Indonesia, Myanmar, Singapore and other SAIs and international organizations such as SAIs of Israel, Jordan, Kazakhstan, Kuwait, CAAF in order to seek valuable support for the SAV’s candidacy as auditor of ASOSAI Audit Committee period 2024 - 2027./.
