Coordinating preparations for National Assembly session on the implementation of state audit's conclusions and recommendations

On the afternoon of August 3, 2023, Central Committee’s Member, Vice Chairman of the National Assembly Nguyen Duc Hai attended and directed a working session between the National Assembly Committee on Finance and Budget (TCNS) and the State Audit Office of Viet Nam (SAV) to prepare for the upcoming National Assembly explanation session "The implementation of conclusions and recommendations of SAV until the end of the fiscal year 2021".


The meeting was co-chaired by Central Committee Member - Chairman of the National Assembly Committee on Finance and Budget Le Quang Manh and Central Committee Member - Auditor General Ngo Van Tuan.
 
Deputy Auditor General Doan Anh Tho reported at the meeting that, in order to prepare for the explanation session, the Party Civil Affairs Committee of SAV and the Auditor General promptly directed the subordinate units to seriously inspect, review, and synthesize reports on implementation of audit recommendations until the end of the fiscal year 2021, which was updated to March 31, 2023 at the request of the Finance and Budget Committee. SAV collaborated closely with the Finance and Budget Committee during the preparation phase to share and finalize SAV's report and the information that needed to be added. SAV’ draft report has been completed up to this point. Through a review and analysis of the recommendations for financial and other handlings that have not yet been implemented until March 31, 2023, the following groups of causes and responsibilities were identified: audited entity's responsibility accounted for 56%, SAV's responsibility accounted for 2.1%, third party's responsibility accounted for 15.7%, and other causes accounted for 26.2%.
 
During the meeting, Vice Chairmanperson of the Finance and Budget Committee Nguyen Thi Phu Ha stated that after reviewing and comparing reports of ministries, agencies, provinces, and SAV' draft report, the number of conclusions and recommendations on financial issues, other issues, review, amendment, supplement, and improvement of legislation tends to be higher year after year .

Giving his speech at the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai commended the idea of conducting the explanation session, highlighting the National Assembly's agencies' ongoing renewal of activities. Based on the remarks made at the discussion, the Vice Chairman of the National Assembly proposed that the two agencies continue to closely coordinate, discuss, and carefully consider the session's content, approach, scope, audience, and time to ensure focus, efficiency, and impact. Following the explanation session, SAV is required to identify different current problems, restrictions, define reasons and nature of the difficulties, and propose methods to improve quality of audit conclusions and recommendations. Le Quang Manh, Chairman of the Finance and Budget Committee, proposed that the two agencies seriously follow the Vice Chairman of the National Assembly's instruction to prepare well for the session, as the public and press are particularly interested in this event.

SAV would seriously follow and implement the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, as well as adhere to the requirements and contents of the work in accordance with Official Letter No. 1085/UBTCNS15 of the Finance and Budget Committee dated March 31, 2023, said Auditor General Ngo Van Tuan. The Auditor General further urged that SAV's functional units focus on thoroughly evaluating audit findings, clarifying grounds for issuing recommendations, ability to implement, and implementation solutions. SAV must prioritize this task in August 2023 in order to ensure progress, quality, and high efficiency./.
