Appraisal of the State Audit Office of Viet Nam’s knowledge and skills fostering programs

On the morning of November 22, 2022, at the headquarters of State Audit Office of Viet Nam (SAV), Mr. Doan Anh Tho, Deputy Auditor General, Chairman of the Appraisal Council of SAV's knowledge and skills fostering programs chaired a meeting to appraise and evaluate several training programs of SAV

The Appraisal Council invites comments on 03 programs: Fostering knowledge on finance - accounting for the technical sector; fostering knowledge on basic construction investment for the economic sector; fostering leadership and management skills at division level of SAV.
 
The fostering program on finance-accounting for the technology sector with a duration of 40 sessions, including 36 teaching sessions, 04 reviewing and testing sessions, covering 4 topics, namely: Management of the state budget process (State budget) and noted issues when auditing; Analysis of state budget settlement reports; Accounting of administrative and non-business units and noted issues when auditing; Accounting of the investors and noted issues when auditing.
 
The fostering program on basic construction investment for the economic sector with a duration of 40 hours, including 36 teaching sessions, and 04 review sessions covering 5 topics, namely: Overview of investment project management on construction works; Technique on reading technical drawings and volume measurement; Overview of construction estimates and audit; Overview of construction quality management, State management of construction work quality; Vietnamese regulations and standards in the construction of traffic works, agricultural and irrigation works, civil - industrial works.
 
The fostering program on leadership and management skills at the division level has a duration of 80 teaching sessions, including 72 teaching sessions, 08 writing tests, covering 8 topics, namely: Leadership and management skills on planning and organizing the implementation of work plans at the division level; Management and human resource development skills of leaders at division level; Presentation skills; Practical topics: Management and leadership at the division level of the SAV and the other supreme audit institutions; SAV’s involvement in anti-corruption and negative activities; Building relationships with stakeholders in audit activities; Ethics and civil service disciplines in auditing activities.
 
Comments on the Programs show that the contents of the programs met the requirements, ensuring the provision of appropriate knowledge to the trainees, closely following SAV's practical requirements.
 
To wrap up the programs, the Appraisal Council comments that it is necessary to focus on reducing and merging duplicated programs, non-core and irrelevant contents, reviewing, rearranging and reallocating several sub-sections, adding new documents to meet the time required by Decree 89/2021/NĐ-CP, while ensuring the core contents are still maintained.
 
After hearing the comments, Mr. Doan Anh Tho, Deputy Auditor General requests the Drafting Committee to accept the comments of the Appraisal Council with a focus on the followings: Editing the structure and content of topics; reviewing and eliminating duplicated contents, combining several overview contents into the same topic to concentrate on practical knowledge; considering to supplement several concepts from the fostering program for investment construction for projects belonging to the economic sector./.
