Practical cooperation opportunities between the State Audit Office of Viet Nam (SAV) and the Turkish Court of Accounts

(sav.gov.vn) - In the afternoon of 29 September (local time), the working delegation led by H.E. Mr Nguyen Duc Hai, Vice President of the National Assembly of Viet Nam, paid a visit and held a working session with the Turkish Court of Accounts. The meeting formed part of the official visit to Türkiye undertaken by Vice President Nguyen Duc Hai at the invitation of the leadership of the Grand National Assembly of Türkiye.

The delegation was received by Mr Metin Yener, President of the Turkish Court of Accounts (TCA); Mr Ahmet Tezcan, Vice President; as well as senior representatives of various units under the Turkish Court of Accounts.

From the Vietnamese side, Mr. Doan Anh Tho, Deputy Auditor General of the State Audit Office of Viet Nam (SAV), representatives of the Embassy of Viet Nam in Türkiye and members of the working delegation participated in the session.

On behalf of the leadership of the Party and the State of Viet Nam, Vice President Nguyen Duc Hai expressed his pleasure to attend the bilateral meeting between the SAV and the TCA, and to witness the promising relationship between the two supreme audit institutions.

Vice President Nguyen Duc Hai conveyed his appreciation to Mr Metin Yener, President of the TCA and his colleagues for their warm and respectful reception.

According to Vice President Nguyen Duc Hai, Viet Nam and Türkiye have always valued their friendly ties, mutual respect, and effective cooperation. In recent years, bilateral relations have been progressing positively, particularly in the fields of trade and investment.

The Vice President stressed that the Party and the State of Viet Nam place strong trust in the SAV and highly appreciate its substantial contributions towards safeguarding transparency in public finance and consolidating the confidence of partners, especially international partners engaged in bilateral economic cooperation with Viet Nam. Therefore, enhancing the cooperative relationship between the TCA and SAV is of special interest during this high-level visit.

“These are important highlights that lay a solid foundation for fostering deeper, substantive and more effective cooperation between our two supreme audit institutions,” stated Vice President Nguyen Duc Hai.

With the significant potential between the two countries and the two supreme audit institutions, the Vice President voiced his confidence that, in the near future, both sides will carry out practical cooperation activities, exchange expertise and share experience in areas of mutual interest and global concern, such as: public procurement audit, information technology audit, performance audit, the application of technology in audit activities, and audit for sustainable development.

“I also expect both sides to continue supporting one another within the framework of the International Organisation of Supreme Audit Institutions (INTOSAI) and the Asian Organisation of Supreme Audit Institutions (ASOSAI), for sustainable development and to enhance the standing of the global and regional community of SAIs. In my capacity as Vice President of the National Assembly, and with personal responsibility towards the audit sector, I will expedite the consideration of any proposal from the SAV, within my authority and in line with the law, so that the partnership between the TCA and SAV will develop substantively and effectively,” affirmed Vice President Nguyen Duc Hai.

At the meeting, Mr. Doan Anh Tho, Deputy Auditor General of SAV expressed his gratitude for the warm reception extended by the TCA to the delegation.

“The official visit by the high-level delegation of the Party and State of Viet Nam to Türkiye was of great significance, helping to strengthen the political and diplomatic foundation and opening opportunities for enhanced cooperation across various fields, including between SAV and the TCA” - Vice President Nguyen Duc Hai

Reflecting on the cooperation to date, Mr. Doan Anh Tho noted that through previous working visits, particularly during the official visit of Auditor General Ngo Van Tuan in 2022, both sides exchanged valuable professional knowledge on data analytics in public audit and the legal framework on administrative sanctions.

He further highlighted that, in June 2025, the Vice President of the TCA and colleagues welcomed SAV’s technical delegation and designed a structured and highly professional training programme on auditing international financial funds as well as other specialised public audit-related topics. These activities have supported SAV in its research, audit planning and implementation of its role as a Member of ASOSAI’s Audit Committee for the 2024–2027 term.

Deputy Auditor General Doan Anh Tho also shared an overview of the SAV and stressed that the strong, longstanding friendship between Viet Nam and Türkiye provides a solid foundation for further cooperation between the two supreme audit institutions.

Looking ahead, the SAV expressed its wish to strengthen cooperation by focusing on: exchanges of high-level delegations and technical working teams; inviting Vietnamese auditors to training courses and workshops hosted by the TCA; inviting Turkish experts to train the SAV’s auditors in areas of Turkey’s strengths, such as: public procurement audit, audit for sustainable development, public-private partnership audit, environmental audit, and application of emerging technologies in audit; enhancing coordination and mutual support at international forums such as INTOSAI and ASOSAI.

Deputy Auditor General Doan Anh Tho expressed his confidence that the meeting would further open up practical and effective cooperation opportunities between SAV and the TCA.

President Metin Yener expressed his pleasure to welcome the delegation led by Vice President Nguyen Duc Hai to the headquarters of the TCA. He also recalled with appreciation the visit of Auditor General Ngo Van Tuan in 2022, which laid an important foundation for the sound relationship between the two institutions.

Introducing the TCA, President Metin Yener stated that its legal status was first established in the Ottoman Constitution of 1876. During the Republican era, its legal foundation was reaffirmed in the Constitutions of 1924, 1961, and 1982, remaining effective to this day.

According to President Metin Yener, independence is a prerequisite for the TCA as the supreme judicial and audit body. The institution exercises full independence in organisation, auditing activities and finances when carrying out its mandates under the Law on the Turkish Court of Accounts and other relevant legislation.

Agreeing with the proposals by the SAV, President Metin Yener affirmed that there is vast potential to deepen cooperation and expressed confidence that bilateral relations between the two institutions will continue to develop substantively, effectively and in a meaningful manner in the coming time.

This high-level visit by Vice President Nguyen Duc Hai has provided fresh impetus to the close relationship between the two nations in general and the two supreme audit institutions in particular. As institutions entrusted with assessing the utilisation of public assets and public finances, the cooperation between SAV and the TCA reflects their shared vision to safeguard accountability, thereby contributing to the development of the regional and international audit community.
