4th ASEANSAI Senior Officials Meeting in Siem Reap, Cambodia

The 4th Senior Officials Meeting (SOM) of ASEANSAI was held in Siem Reap, Cambodia from 1 to 2 August 2017. Participating the event were 35 representatives from ten ASEANSAI member SAI and GIZ as development partner of ASEANSAI. Delegates from SAV headed by Ms Ha Thi My Dung, Director General of International Cooperation Department were among the attendants.

The objective of the meeting was to discuss and reach the agreement on key agenda items before approval at the ASEANSAI 4th Summit to be held in November 2017 in Lao P.D.R. During the meeting, the participants contributed their ideas in the draft ASEANSAI Strategic Plan 2018 – 2021 (SP), revised Rules and Procedures, Committees’ Work Plans 2018 – 2019 and especially the appointment of Committees’ Chairmen and ASEANSAI Secretariat for the next term as well as the agenda of the ASEANSAI 4th Summit.

In her opening remarks, Ms. Som Kim Sour, Auditor General of National Audit Authority of Kingdom of Cambodia – ASEANSAI’s Chairman, emphasized the importance of the meeting. It not only aims to seek concensus among member SAIs on all activities under the ASEANSAI’s Work Plan prior to be approved at the 4th Summit but also helps to promote spirit of solidarity and unity to build a stronger ASEANSAI in the future. At the meeting, the representative of SAV as a role of SPC Chairman presented the draft ASEANSAI SP 2018 – 2021 (SP) and SPC Work Plan 2018 – 2019.

The draft SP is created in line with the ASEANSAI’s development orientation and realistic capacity during new period. According to its work plan 2018 – 2019, the SPC will concentrate on the monitoring and evaluation of SP implementation and upgrading the monitoring and evaluation system in order to ensure at all times the suitability, effectiveness and consistency with the SP. Furthermore, the annual meeting will be held to identify existing issues and bring about adequate solutions for overcoming the limitations during the implementation phase of SP 2018 – 2021.

At the end of the meeting, all participants basically reached agreement on main contents of the SP 2018 – 2021, ASEANSAI Work Plan, and the appointment of Committees Chairmen for new period of time. Accordingly, the SAV, Jabatan Audit Negera Malaysia, the Commission on Audit of the Republic of the Philippines and Auditor-General’s Office of Singapore will continue to chair the SPC, Knowledge Sharing Committee, Training Committee and Rules and Procedures Committee respectively. The Audit Board of the Republic of Indonesia will continue its role as ASEANSAI Secretariat. In addition, some agenda items should be continuously discussed at the 4th ASEANSAI Summit such as Proposal Paper for ASEANSAI to be the External Auditor of ASEAN and ASEANSAI Budget Plan 2018 – 2019.
